Business License Bylaw 1997, No. 1510 – is a bylaw relating to the granting of business licenses and the regulation of businesses within White Rock. No person shall carry on a business for profit or gain within the City of White Rock without holding a valid license for the business.
All businesses, including registered non-profit organizations, are required to have a valid Business License. Retail, commercial and industrial operations, as well as owners of rental residential properties must have a valid Business License.
Business applications are forwarded for approval by the City’s Planning & Development Services Department to the Fire Department, RCMP and the Health Department.
The City of White Rock’s Planning & Development Services Department is responsible for the formulation and implementation of policies relating to Economic Development within the city. The White Rock BIA is a non-voting member of the City’s Economic Investment Committee.

The purpose of the Tax Revitalization Exemption Program is to encourage the revitalization and improvement of properties in the Town Centre, Lower Town Centre and Waterfront Business Areas (East and West Beach) by providing for the phasing in of new taxes applicable to the completed construction of improvements to buildings and structures in these areas.
